This is our story. In 2009 our investment fund bought 45% of OcOO Trilight. The other 55% is owned by Nurgazy Nurgaziev. Problems started soon after we invested. Financial Police and its successor, State Service for Combating Economic Crimes (GSPEB) opened and closed investigations 4 times. Couple of times, it was stated in writing that the reason for closing the case was unjustified, hence it was reopened. We then managed to get a criminal case opened. The case was suspended. We wrote to the President of Kyrgyzstan and got the suspension lifted. Currently a criminal case is open. The process is still going on. You can read more about our story here.
But is it not all negative. There are many positives. We received support from many Government institutions. Ministry of Economy wrote a letter to Financial Police, which resulted in them opening investigations. Afterwards when Investment Promotion Agency was established, they wrote letters to various Government institutions.
When investigations by Financial Police, and its successor, GSPEB were closed, with support from Government agency(s), we contacted them. Financial Police and GSBEP reviewed files from their own investigations and concluded that the reason for closing investigations was weak. They admitted that the reasons for closing investigations was weak. Investigations were reopened.
We wrote to the Prime Minister’s office, asking for assistance. They wrote to GSBEP, asking for reasons why the case was closed. GSBEP did not respond. Prime Minister’s office wrote again. GSBEP responded to the second letter but did not provide detailed reasons.
We managed to get a criminal case opened. Later it was suspended. We wrote to the President of Kyrgyzstan. A short while later, the suspension of the criminal case was lifted. The President’s office responded quickly to our request.
Our experience clearly shows that there are people in Government who want to see that things are done properly. This is promising.
An article, The ‘3.5% rule’: How a small minority can change the world, states that “those engaging a threshold of 3.5% of the population have never failed to bring about change”. In other words, it takes about 3.5% of the population actively participating to ensure that there is change.
Another article, The 25% Revolution—How Big Does a Minority Have to Be to Reshape Society?, states a higher figure. The study found that it takes just 25 percent of the population to change the mind of anywhere from 72 to 100 percent of the population. Bringing about change does not require financial resources. Instead, the minority can succeed by being unrelenting.
In Kyrgyzstan, it is now known what percentage of people want to see things done ‘properly’. Even if the percentage is less than 50%, if they work together and are persistent, they can bring about a change. This will help to reach Kyrgyzstan’s vision.
