The previous article discusses the efforts we went through to get our case reinvestigated by GSBEP (Financial Police). But, as with every previous investigations, this investigation was closed. Since then, a new development took place.
Investment Promotion Agency was established as an independent agency tasked with promoting investments. This function was previously performed by the Ministry of Economy. As a new organization, Investment Promotion Agency was eager to produce results. During their opening ceremony, they signed eight MoU’s with various organisations.
We contacted them and briefed them on our situation. We highlighted the fact that after investment, we initiated discussions with foreign companies and investors. This included meeting with one of the largest bakeries in Sweden with over 50 years’ experience, the largest distributor of baked goods and owner of numerous factories in Northern Europe, the worlds leading manufacturer of baked good ‘enhancers’ and a top pastry chef from Sweden and Europe. The companies we met with were industry leaders. We also met with many investors. Unfortunately discussions with foreign organisations was put on hold due to problems with Trilight. This means putting on hold opportunities that could attract industry leading companies to Kyrgyzstan, create jobs and export opportunities.
Investment Promotion Agency was eager to assist. In May 2015, they wrote to the General Prosecutor’s office. In June 2015, General Prosecutor’s office replied, concluding that the reason for closing the case was unjustified. That was a good start. This is the letter from General Prosecutor’s office.

In June 2015, GSBEP replied, rejecting investigation of our case. The General Prosecutor’s office sent the case back for additional investigation. GSBEP decided to open investigations. In December 2016, GSBEP stopped investigations.

In December 2016, GSBEP wrote to the General Prosecutors office, asking the General Prosecutor’s office to investigate the case. For reasons unknown, they did not want to investigate. This is the letter from GSBEP.
In June 2017, Bishkek Prosecutor’s Office wrote, saying that they are ready to investigate the case. This is the letter from the Bishkek Prosecutor’s Office

So many letters went back and forth. A large part of the forest got sacrificed in the process! In case you lost track, here is a short summary:
- GSBEP closed the case
- General Prosecutors office said closing of the case was unjustified and asked GSBEP to investigate
- GSBEP refused
- General Prosecutors office contacted GSBEP again
- GSBEP opened investigations
- GSBEP closed investigations
- General Prosecutors office again asked GSBEP to investigate
- GSBEP asked General Prosecutors office to investigate
- General Prosecutors office wrote, saying they are ready to investigate
The above short summary is only for investigation number 4. Note that our case was previously opened and closed three times!
We were trying to do good for the country. We invested, planned to increase investments and attract industry leading companies from Europe. Why the reluctance to investigations? What did GSBEP have to lose from investigating our case? We may never know concretely but unofficially some officials from GSBEP told me what happened.
In spite of not getting our case solved, there is something positive. The fact that we managed to get the case reopened shows that there are people in Government who wants to do things right. This is promising. During the previous investigation, GSBEP themselves reviewed the file from their own investigations and concluded that the reason for closing the case was weak. GSBEP wrote to General Prosecutor and got permission to reopen the case. There were people who acknowledged that things were not done right and tried to do it right. But they could not. Why?
We never gave up. We did not want to try and get GSBEP to reopen investigations. Past experience shows that the case will eventually get closed. We had to try something else. More details in the next article.
